Coquille Indian Tribe Childcare Assistance Program
Stabilization Grant Application Information
American Rescue Plan Act (ARPA) Stabilization Grants were awarded to tribal Child Care and Development Fund (CCDF) partners during the pandemic to be used in a way that would stabilize the current childcare providers and facilities. The main purpose of the funds is to make them as accessible as possible. The application is designed to be straightforward, easy to complete and includes appropriate levels of oversight based on the purpose, target population, and current childcare environment.
Eligibility
- To be eligible, all applicants must have been licensed, registered, certified, or regulated prior to March 11, 2021 (When ARP was enacted).
- Licensed childcare providers are licensed through the state; registered and certified providers have received any form of official accreditation; and, regulated providers have been approved within the Coquille CCDF program.
- Any tribal family provider, living in the Service Area who is currently caring for a tribal child (who was approved/regulated before 3/11/21).
- Any childcare center located in Coos County who is currently caring for a tribal child (who was licensed etc. before 3/11/21).
- Local childcare centers and providers who are able to provide care to tribal children.
Award Amounts
- Amounts awarded will be based on the size of the childcare program, costs necessary to maintain the childcare program, and current and future needs of the childcare program; with providers currently providing care to Coquille Tribal Children being given preference, followed by local providers.
- Awards may be subject to Federal or State taxes. At the end of the year awardees will receive a 1099 for the amount of their award.
- Funds cannot be used to open new childcare facilities or for new construction or major renovations.
- Grant sizes will range from $5,000 – $15,000 depending on licensing, type of care provider, amount of children care is being provided for.
- Care Provider Tiers: For the purposes of this subgrant there will be three tiers of funding with associated grant amounts. Family providers, unlicensed individuals who provide consistent care for Coquille Tribe children will be eligible to apply for up to $5,000; home providers, individuals who have licensed childcare businesses in their homes will be eligible to apply for up to $10,000, and licensed childcare centers will be eligible to apply for $15,000.
- Grants will be given as one upfront payment, with provider to self-certify and maintain expenditure records. All records can be requested by Coquille CCDF program at any time. Providers must keep auditable records for up to three years past the end of the contract.

- Rent, mortgage, or utilities
- Payroll and benefits
- Staff training and professional development
- Maintaining or improving your facility, minor renovations
- Cleaning supplies and personal protective equipment
- Mental health support for children and employees
Ineligible Expenses
- New or Major Construction.
- Replacing/supplanting federal, state, and local funds.
